ECONOMIC DEVELOPMENT MANAGER
EXEMPT
DESCRIPTION OF DUTIES:
This is a professional position that has supervisory work. The person in the position is responsible for coordinating, implementing, and managing programs that retain, attract, expand, and support commercial, office, and industrial business development in Canton Township. The goal of the position is to develop, grow and maintain a thriving business climate. The person is responsible for strategic marketing of the community and the Downtown Development Authority (DDA). The Economic Development Manager must integrate economic, and community resource programs into a viable and sustainable working program to improve the physical, economic, and social climate of the Township. This position also establishes and maintains communication and cooperative efforts with business organizations. The employee in this position must be self-directed to maintain and meet the high-quality of programs, maintenance, and service standards of the Township. The employee must also be innovative in meeting goals and objectives while working within the context of existing strategies and budgets.
The Economic Development Manager works under the direction of the Community Development Director. The employee serves as the project manager for all economic development initiatives within the Township, including: Cherry Hill Village, The Ford Road Corridor, The Michigan Avenue Innovation Network (MAIN) and Canton's Mobility Initiatives.
EXAMPLES OF WORK: (Note: These examples are intended merely as illustrations of the various types of work performed)
- Evaluates, directs, and supervises employees engaged in economic development and the DDA.
- Develops and implements strategic planning for economic development.
- Represents the Township in dealing with other governmental entities, businesses, and the general public on economic development matters.
- Creates and manages economic development incentive packages to attract, retain, and aid local businesses.
- Participates and oversees promotional activities such as site tours and presentations for meetings between local area businesses, government, real estate/development representatives, and prospective client companies.
- Acts as economic development liaison and facilitator between Canton Township, private developers, commercial brokers, and business/property owners.
- Oversees the acquisition and administration of various Federal and State grant programs and tax incentives as related to economic development.
- Represents the Township at every DDA meeting.
- Establishes and maintains a network of communication, outreach, and cooperation with area brokers and real estate development firms, Wayne County, State of Michigan, property owners, business owners, civic, community and business groups to coordinate and enhance business relations, recruitment, and retention efforts.
- Helps identify and connect current business base with resources and tools needed to grow and expand within the Township.
- Maintains current knowledge of community issues and initiatives, current economic conditions in the local area and region, and local events.
- Evaluates requests for the use of funds and monitors the operation and activities of on-going projects.
- Develops the preliminary budget based on experience, current needs, and future expectations.
- Monitors expenditures throughout the fiscal year to conform to the final approved budget.
- Oversees DDA operations and makes recommendations to the DDA Board on issues related to DDA plans.
- Confers with the DDA Board, private property and business owners, and Township staff on issues related to Canton's DDA.
- Prepares agenda and back up materials, records, prepares and maintain minutes of DDA Board meetings.
- Maintains a variety of financial and statistical data and reports of the Downtown Development Authority as required.
- Coordinates the work of the DDA, its Board, committees, and taskforce.
- Provides technical and management assistance as needed by the Board, committees, and taskforce to ensure that they can successfully implement the enhancement strategies.
- Directs activities, such as research, analysis, and evaluation of technical information to determine feasibility and economic impact of proposed expansions and developments.
- Confers with governmental officials to effect changes in local policies or ordinances discouraging effective development.
- Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS, AND ABILITIES:
- Graduation from a college or university with a bachelor's degree in Business, Economics, Urban Planning, Public Administration, or related field; or any equivalent combination of experience and training which provides the required knowledge, abilities, and skills.
- Minimum of six years of related professional experience.
- A demonstrated self-starter with excellent communication skills.
- Ability to be available to the public and work a flexible schedule as needed.
- Ability to analyze problems, present facts, and make recommendations effectively in oral and
- written form.
- Ability to deal effectively with the public in a courteous and tactful manner.
- Ability to establish and maintain effective working relationships with Township Departments, Township Officials and Economic Development offices of Wayne County and the State of Michigan.
- Knowledge of community resources for effective problem solving.
- Demonstrated excellent customer service skills.
- Familiarity and appreciation for secondary factors impacting economic development such as arts and culture, recreation, tourism, education, skilled workforce availability, health care, housing, and concern for environmental preservation.
- Considerable knowledge of the materials, methods and techniques commonly used in business administration
- Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns, which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.
