Municipal Services Director (Full-Time)

 Salary Range: $107,446 to $139,685

MUNICIPAL SERVICES DIRECTOR - DESCRIPTION OF DUTIES:

This is multi-disciplinary supervisory and administrative work involving the overall planning, coordination and leadership of the Municipal Services Department.  Functional areas of responsibility include the Building & Inspection Services, Planning Services, Engineering Services, and Public Works Divisions. 

Working under the general direction of the Township Supervisor, this employee is responsible for the efficient and effective operation of the Municipal Services Department, including the direct supervision of the Department's management employees. 

EXAMPLES OF WORK:  (Note:  These examples are intended merely as illustrations of the various types of work performed.)

  • Formulates strategic goals & objectives for areas of responsibility, and works with the Township Supervisor and other Directors to integrate these into overall Township goals & objectives, plans and programs.
  • Reviews and authorizes the plans and programs of subordinates, ensuring that they are in harmony with and in furtherance of Township strategic goals & objectives, plans and programs.
  • Develops and authorizes specific levels of service for each functional area of responsibility ensuring operational efficiency, innovation, best use of physical and financial resources, and public responsibility; evaluates the performance against these levels of service and coaches and develops subordinates in improving their job performance.
  • Ensures that policies, procedures and practices are properly utilized within the department.
  • Prepares and presents the annual departmental budget request to the Township Board; ensures that all departmental funds, physical assets and other property are properly constructed, operated and maintained.
  • Meets with Township Officials, citizens, businesses and representatives of various civic groups to review concerns, explain departmental programs and develop positive public relations.
  • Attends and participates in meetings of Township Board and various Committees and Commissions as needed. Reviews & edits a considerable volume of technically complex materials in support of these meetings.
  • Represents the Township on numerous regional and state committees and organizations (i.e. Alliance of Rouge Communities, Great Lakes Water Authority, Western Townships Utilities Authority, MiWARN, SEMCOG, etc.)
  • Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS AND ABILITIES:

  • Graduation from a college or university with a Bachelor's degree in Civil Engineering, Land Use Planning, or a  related field, supplemented by additional related training; or any equivalent combination of experience and training which provides the required knowledge, abilities and skills.
  • A minimum of eight (8) years' experience of a progressively responsible and varied nature in Civil Engineering, Building & Inspection, Planning and Public Works operations, or other related field of municipal government, including considerable supervisory and administrative experience.
  • Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns; which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.
  • Extensive knowledge of the principles and practices of municipal services administration, budgeting, and capital improvement program management.
  • Ability to analyze complex municipal administrative and organizational problems and to present facts and recommendations effectively in oral and written form.
  • Ability to plan, direct and lead the work of subordinate employees.
  • Experience in the development and ongoing maintenance of an organizational strategic plan.
  • Ability to establish and maintain effective working relationships with Township Officials and other employees.
  • Ability to deal with the public in a tactful and courteous manner.
